Terms of Reference Data Synthesis and Report Writing for Health for the Poorest
Quintile Project
*. Background The Health for the Poorest Quintile (HPQ) project, funded by the
Canadian International Development Agency (CIDA), is a collaboration of in
country UNICEF offices in Sierra Leone, Uganda and Indonesia, UNICEF
headquarters in New York and non-governmental organizations identified within
each country along with the country governments. The project works primarily
through NGOs in districts with the highest U5MR and poverty level (i.e., the
worst-off fifth of districts) providing high-impact treatment interventions
using community health workers (CHWs). The priority interventions for this
project are based on those diseases which cause the greatest number of deaths in
children under 5 years of age and include antibiotics for pneumonia, zinc and
oral rehydration solution (ORS) for diarrhea, and treatment of malaria with
anti-malarial drugs. However, Indonesia, due to predominant neonatal mortality,
has included some neonatal and maternal interventions.
Each country examined key health indicators as well as poverty index and
childhood mortality rates and selected intervention districts. Each country
selected CSOs and training of CHWs and procurement of supplies is either
completed or in process. Each country has a similar monitoring and evaluation
framework that includes comparison districts and collects baseline and endpoint
data using household cluster surveys and qualitative surveys as well as
collecting process and utilization indicators quarterly (Annex 1).
UNICEF New York is managing the project providing technical support to the three
countries on monitoring and evaluation, writing summary annual reports based on
the data provided by the three country programs and writing a final evaluation
report. To date three annual reports have been submitted to CIDA and one
preliminary report based on endline survey data in Uganda and Sierra Leone. In
2013 there are three reports due to CIDA:.
March 31, 2013 Full evaluation report for Sierra Leone, completion of analysis
of intervention area endline survey in Uganda, annual report for Indonesia,
Sierra Leone and Uganda.
June 15, 2013 Preliminary results of baseline survey Indonesia.
June 30, 2013 Final evaluation report of all three countries.
*. Objectives.
The objectives of this consultancy are to: 1) Support UNICEF HQ to synthesize
the country data and write the reports due March 31, 2013. 2) Support UNICEF HQ
to write the June 15, 2013 report by reviewing the endline survey report from
Indonesia and editing and making other modifications as needed. 3) Support
UNICEF HQ to write the June 30, 2013 final evaluation report by synthesizing the
country data and writing the report.
*. Duty Station.
The consultant could be based anywhere. The consultant will be expected to have
frequent communication with UNICEF HQ and country programs as needed to collect
necessary reports and clarify and issues. The consultant will be expected to
travel to UNICEF HQ twice should they be based outside New York.
*. Methodology.
Collate and review the monitoring and evaluation plan, previous country specific
and summary annual reports, baseline survey reports, grant specifications,
previous country reporting templates, peer reviewed journal manuscripts that
have been drafted. Discuss with UNICEF HQ focal point to understand: a. What is
the evaluation framework b. What has already been analyzed and reported c. What
data analysis is still needed d. What data is missing and when these data are
expected e. What organization or individual in each country is responsible for
the monitoring and evaluation.
Develop a template for the each report with the focal point at UNICEF HQ.
Develop a template for each country specific report with the focal point at
UNICEF HQ.
Conference call with UNICEF HQ and country programs to be clear on reporting
timelines, what information is expected by when and how questions will be
addressed and how preliminary reports will be reviewed.
Run the Lives Saved Tool program for each project based on the baseline and
endline surveys that have been conducted to determine the number of lives saved
by treatments with pneumonia, malaria and diarrhea in the intervention and
comparison areas.
Collect all endline survey reports and country reports based on templates.
Write draft reports and send to UNICEF HQ and countries for review.
Make revisions to reports based on feedback and finalize reports.

Advanced degree (Masters level) in a relevant field (epidemiology, public
health, statistics, demography).
Minimum 5 years experience related to epidemiology and public health.
Prior experience or familiarity with Lives Saved Tool.
Prior experience writing quantitative reports based on survey data for UNICEF.
Excellent communication and writing skills.
CONDITIONS OF SERVICE CONSULTANTS.LEGAL STATUS Individuals engaged under a
consultant contract serve in a personal capacity and not as representatives of a
Government or of any other authority external to the United Nations. They are
neither staff members under the Staff Regulations of the United Nations and
UNICEF policies and procedures nor officials for the purpose of the Convention
of 13 February 1946 on the privileges and immunities of the United Nations.
Consultants may, however, be given the status of experts on mission in the sense
of Section 22 of Article VI of the Convention. If they are required to travel on
behalf of the United Nations, they may be given a United Nations certification
in accordance with Section 26 of Article VII of the Convention.
OBLIGATIONS Consultants shall have the duty to respect the impartiality and
independence of the United Nations and shall neither seek nor accept
instructions regarding the services to be performed for UNICEF from any
Government or from any authority external to the United Nations. During their
period of service for UNICEF, consultants shall refrain from any conduct that
would adversely reflect on the United Nations or UNICEF and shall not engage in
any activity that is incompatible with the discharge of their duties with the
Organization. Consultants are required to exercise the utmost discretion in all
matters of official business of the Organization. In particular, but without
limiting the foregoing, consultants are expected to conduct themselves in a
manner consistent with the Standards of Conduct in the International Civil
Service. Consultants are to comply with the UNICEF Standards of Electronic
Conduct and the requirements set forth in the Secretary Generals Bulletin on
Special Measures for Protection from Sexual Exploitation and Sexual Abuse, both
of which are incorporated by reference into the contract between the consultants
and UNICEF. Unless otherwise authorized by the appropriate official in the
office concerned, consultants shall not communicate at any time to the media or
to any institution, person, Government or other authority external to UNICEF any
information that has not been made public and which has become known to them by
reason of their association with the United Nations. The consultant may not use
such information without the written authorization of UNICEF. Nor shall the
consultant use such information for private advantage. These obligations do not
lapse upon cessation of service with UNICEF.
TITLE RIGHTS UNICEF shall be entitled to all property rights, including but not
limited to patents, copyrights and trademarks, with regard to material which
bears a direct relation to, or is made in consequence of, the services provided
to the Organization by the consultant. At the request of UNICEF, the consultant
shall assist in securing such property rights and transferring them to the
Organization in compliance with the requirements of the applicable law.
TRAVEL If consultants are required by UNICEF to travel beyond commuting distance
from their usual place of residence, such travel at the expense of UNICEF shall
be governed by conditions equivalent to the relevant provisions of the 100
series of the United Nations Staff Rules (Chapter VII) and relevant UNICEF
policies and procedures. Travel by air by the most direct and economical route
is the normal mode for travel at the expense of UNICEF. Such travel will be by
business class if the journey is nine hours or longer, and by economy class if
the journey is less than nine hours, and first class by rail.
MEDICAL CLEARANCE Consultants expected to work in any office of the Organization
shall be required to submit a statement of good health prior to commencement of
work and to take full responsibility for the accuracy of that statement,
including confirmation that they have been fully informed regarding inoculations
required for the country or countries to which travel is authorized.
INSURANCE Consultants are fully responsible for arranging, at their own expense,
such life, health and other forms of insurance covering the period of their
services on behalf of UNICEF as they consider appropriate. Consultants are not
eligible to participate in the life or health insurance schemes available to
United Nations staff members. The responsibility of the United Nations and
UNICEF is limited solely to the payment of compensation under the conditions
described in paragraph 7 below.
SERVICE INCURRED DEATH, INJURY OR ILLNESS Consultants who are authorized to
travel at UNICEFs expense or who are required under the contract to perform
their services in a United Nations or UNICEF office, or their dependants as
appropriate, shall be entitled in the event of death, injury or illness
attributable to the performance of services on behalf of UNICEF while in travel
status or while working in an office of the Organization on official UNICEF
business to compensation equivalent to the compensation which, under Appendix D
to the United Nations Staff Rules (ST/SGB/Staff Rules/Appendix D/Rev.1 and
Amend.1), would be payable to a staff member at step V of the First Officer
(P-4) level of the Professional category.
ARBITRATION Any dispute arising out of or, in connexion with, this contract
shall, if attempts at settlement by negotiation have failed, be submitted to
arbitration in New York by a single arbitrator agreed to by both parties. Should
the parties be unable to agree on a single arbitrator within thirty days of the
request for arbitration, then each party shall proceed to appoint one arbitrator
and the two arbitrators thus appointed shall agree on a third. Failing such
agreement, either party may request the appointment of the third arbitrator by
the President of the United Nations Administrative Tribunal. The decision
rendered in the arbitration shall constitute final adjudication of the dispute.
TERMINATION OF CONTRACT This contract may be terminated by either party before
the expiry date of the contract by giving notice in writing to the other party.
The period of notice shall be five days in the case of contracts for a total
period of less than two months and fourteen days in the case of contracts for a
longer period; provided however that in the event of termination on the grounds
of misconduct by the consultant, UNICEF shall be entitled to terminate the
contract without notice.
In the event of the contract being terminated prior to its due expiry date in
this way, the consultant shall be compensated on a pro rata basis for no more
than the actual amount of work performed to the satisfaction of UNICEF.
Additional costs incurred by the United Nations resulting from the termination
of the contract by the consultant may be withheld from any amount otherwise due
to the consultant from UNICEF.
TAXATION The United Nations and UNICEF undertake no liability for taxes, duty or
other contribution payable by the consultant on payments made under this
contract. No statement of earnings will be issued by the United Nations or
UNICEF to the consultant.

Competencies (Knowledge/Skills):

Knowledge of National Treasury regulations.
Knowledge of General Conditions of Contract.
Knowledge of Western Cape Department of Health Supply Chain regulations,
policies and procedures.

Duties (Key Result Areas/Outputs):

Manage the Pharmaceutical and Non-Pharmaceutical Procurement which include:
evaluating and monitoring of personnel performance.
Facilitate and provide training to officials pertaining to all tasks in the
office.
Submit statistics to management.
Provide an efficient and effective procurement service to ensure adequate stock
levels.
Ensure timeous delivery of goods by suppliers to CMD.
Manage overdue pharmaceutical and non-pharmaceutical orders.
Load pharmaceutical contracts on MEDSAS.
Perform price queries, freezes and adjustments.
Manage queries from institutions and suppliers.
Administrative functions, e.g. submission of required reports to management.

Tak ubahnya membunuh kesan jambret yang selama ini melekat pada motor sport
garputala ini. Motor sport zaman sekarang kan punya basis street fighter dengan
bodi yang futuristik atau kaki-kaki kekar, jelas Evnu Prastowo yang beken
dipanggil Tole.Perombakan mulai dari bodi. Wadah bensin alias tangki diganti
punya Kawasaki Ninja 150RR. Untuk harmonisasi keseluruhan bodi, Tole membuat
bodi fiberglass untuk cover bodi belakang dan sepatbor depan.
Ini yang bikin motor lebih eksklusif. Risikonya, rangka belakang dipotong 30 cm
dan disambung lagi dengan rangka tambahan yang agak menjulang tinggi. Rangka
standar RX-King yang datar nggak cocok dengan bodi barunya. Jadi, dudukannya
juga dibuat ulang menyesuaikan, kata builder religius ini.Hal lain yang perlu
disiasati yaitu pemasangan tangki Ninja 150RR. Dudukan tangkinya sama saja ada
dua. Tapi, dudukan belakang perlu penyesuaian ulang biar pas dengan deltabox
yang terbuat dari pelat besi, jelas Tole sambil bilang tebal pelatnya 2 mm.Kelar
bikin bodi baru, Tole fokus pada area kaki-kaki. Dengan penampilan street
fighter ini upside down aftermarket ikut dipasang. Lumayan menambah gahar.
Ditambah dengan piringan cakram lebar dan kaliper dari Aprilia RS125, bilang
Tole.Kemudian swing arm pakai aftermarket dengan konstruksi sistem monosok.
Sedikit putar otak untuk mengakalinya. Dudukan peredam kejut belakang tunggal
ini dibuat se-presisi mungkin pada rangka tengah.Dudukan monosok dibuat dengan
konstruksi kuat. Setelah itu, baru pasang swing arm ke rangka dengan bushing-nya
dibikin lebih tebal, jelasnya.Untuk menunjang pengendalian handling yang mantap,
setang juga harus diganti. Kaki-kaki besar dan dan rangka belakang setelah
dipotong, otomatis gaya berkendara juga berubah dari standar. Saya pakai setang
Fatbar, kata Tole.Tampilan barunya ini memang lebih fresh. Unik karena motor
2-tak sudah jarang seliweran di jalanan dengan ubahan seperti ini. Biasanya kan
motor sport 4-tak, tapi kali ini RX-King bisa tampil beda, senang Tole dari Jl.
Serdang Baru Raya No.7, Kemayoran, Jakarta Pusat.Era motor 2-tak memang sudah
lewat. Tapi buat modernisasi, RX-King ini pun aplikasi electric starter. Makin
praktis! Jadi, bisa disebut pembunuhan karakter jambret yang selama ini melekat

covered topics including quarterly earnings, Apple TV, and his then-still-recent
succession of Steve Jobs. That talk was notable, however, for Cooks commitment
to improve working conditions at Apples worldwide chain of suppliers, in the
face of burgeoning controversy.


No one in our industry is doing more to improve working conditions than Apple,
Cook told attendees at the February 2012 Goldman Sachs conference. We are
constantly auditing facilities, going deep into the supply chain, looking for
problems, finding problems, and fixing problems. And we report everything
because we believe that transparency is so very important in this area.


Since then, however, the focus of attention has shifted somewhat. Apple saw its
PC sales decline dramatically in its last quarterly report, and faces renewed
questions over whether some of its linesincluding, especially, the iPadare
cannibalizing sales from more lucrative products.

Economist to support their programme in Indonesia.
GGGI is dedicated to supporting developing and emerging countries to

implementing green growth plans that simultaneously target key economic
and environmental objectives. These include poverty reduction, job
creation and social inclusion as well as mitigation and adaptation to
climate change, biodiversity loss and energy and water security.
GGGIs
theory of change leads it to focus on three major outcomes: adoption
and implementation of rigorous green growth plans that form the core of
national and provincial economic development strategies; research which
builds a strong theoretical and empirical basis for green growth, while
providing concrete options and guidance for policymakers; and
public-private partnerships that strengthen incentives for the scaling
of resource-efficient investment, innovation and practice as well as for
the engagement of companies in the implementation of national and
subnational green growth plans.
Reporting to the GGGI Country
Manager in Indonesia, and part of the global Green Growth Planning and
Implementation (GGP&I) team, you will be responsible for providing
leadership and strategic vision for integrating green growth into the
government economic and development planning process and leading sound
economic analysis across sectors. You will become the key focal point on
this matter and be the lead coordinator on all related efforts. You
will also be involved in policy design and implementation support,
public and private sector stakeholder engagement, and international
knowledge sharing. You will lead a small team that will help identify
and design technical assistance, particularly by facilitating knowledge
sharing and partnerships between policymakers and institutions in
Indonesia. In particular, you and your team will work in close
cooperation with officials from the Indonesian government and external
consultants to assess the environmental and social implications of the
current MP3EI and identify, evaluate and prioritize green and inclusive
growth opportunities as well as green infrastructure design along the
economic corridors in the context of MP3EI and RAN-GRK, to ultimately
support lasting and inclusive economic growth on the ground. As you
implement the above, you are sensitive to the importance of government
ownership of the various analytical assessments and outputs under this
workstream.
All applicants must hold exemplary and
relevant academic credentials, and ideally hold a post-graduate degree
in a relevant subject from a leading academic institution. Individuals
will also have substantial work experience and substantial working
experience in a relevant field in Indonesia.
Other key skills and capabilities will include:

Exceptional synthesis and strategic thinking skills, in the areas of
expertise relevant to GGGI: low-carbon technologies including renewable
energy, waste management, and energy and resource efficiency,
transportation, industry, forestry and agriculture, built environment,
urban development, etc.
Exceptional analytical, problem-solving
and economic skills including cross sectoral as well as disaggregated
modeling, macro- and micro- economic analyses.
Recognized
leadership in developing and implementing economic development policies
and strategies on the ground, including public administration to plan
for and implement economic development policies and projects
Demonstrated experience in leading economic impact assessments and the use of
various economic modeling tools

Demonstrated capacity for strategic thinking, and facilitating in-depth
and effective stakeholder dialogues and consultations on
multi-disciplinary issues and across sectors, while maintaining a strong

Demonstrated ability to garner support from a diverse range of
stakeholders to ensure local ownership of the various analytical results
of the assessments
Over 8 years experience in this field of
which at least three to five years experience in Indonesia developing
and fostering strong relationships with key government institutions (for
example, Coordinating Ministry for economic affairs, Ministry of
National Development Planning, Ministry of Finance, etc

Terms of Reference Data Synthesis and Report Writing for Health for the Poorest
Quintile Project
*. Background The Health for the Poorest Quintile (HPQ) project, funded by the
Canadian International Development Agency (CIDA), is a collaboration of in
country UNICEF offices in Sierra Leone, Uganda and Indonesia, UNICEF
headquarters in New York and non-governmental organizations identified within
each country along with the country governments. The project works primarily
through NGOs in districts with the highest U5MR and poverty level (i.e., the
worst-off fifth of districts) providing high-impact treatment interventions
using community health workers (CHWs). The priority interventions for this
project are based on those diseases which cause the greatest number of deaths in
children under 5 years of age and include antibiotics for pneumonia, zinc and
oral rehydration solution (ORS) for diarrhea, and treatment of malaria with
anti-malarial drugs. However, Indonesia, due to predominant neonatal mortality,
has included some neonatal and maternal interventions.
Each country examined key health indicators as well as poverty index and
childhood mortality rates and selected intervention districts. Each country
selected CSOs and training of CHWs and procurement of supplies is either
completed or in process. Each country has a similar monitoring and evaluation
framework that includes comparison districts and collects baseline and endpoint
data using household cluster surveys and qualitative surveys as well as
collecting process and utilization indicators quarterly (Annex 1).
UNICEF New York is managing the project providing technical support to the three
countries on monitoring and evaluation, writing summary annual reports based on
the data provided by the three country programs and writing a final evaluation
report. To date three annual reports have been submitted to CIDA and one
preliminary report based on endline survey data in Uganda and Sierra Leone. In
2013 there are three reports due to CIDA:.
March 31, 2013 Full evaluation report for Sierra Leone, completion of analysis
of intervention area endline survey in Uganda, annual report for Indonesia,
Sierra Leone and Uganda.
June 15, 2013 Preliminary results of baseline survey Indonesia.
June 30, 2013 Final evaluation report of all three countries.
*. Objectives.
The objectives of this consultancy are to: 1) Support UNICEF HQ to synthesize
the country data and write the reports due March 31, 2013. 2) Support UNICEF HQ
to write the June 15, 2013 report by reviewing the endline survey report from
Indonesia and editing and making other modifications as needed. 3) Support
UNICEF HQ to write the June 30, 2013 final evaluation report by synthesizing the
country data and writing the report.
*. Duty Station.
The consultant could be based anywhere. The consultant will be expected to have
frequent communication with UNICEF HQ and country programs as needed to collect
necessary reports and clarify and issues. The consultant will be expected to
travel to UNICEF HQ twice should they be based outside New York.
*. Methodology.
Collate and review the monitoring and evaluation plan, previous country specific
and summary annual reports, baseline survey reports, grant specifications,
previous country reporting templates, peer reviewed journal manuscripts that
have been drafted. Discuss with UNICEF HQ focal point to understand: a. What is
the evaluation framework b. What has already been analyzed and reported c. What
data analysis is still needed d. What data is missing and when these data are
expected e. What organization or individual in each country is responsible for
the monitoring and evaluation.
Develop a template for the each report with the focal point at UNICEF HQ.
Develop a template for each country specific report with the focal point at
UNICEF HQ.
Conference call with UNICEF HQ and country programs to be clear on reporting
timelines, what information is expected by when and how questions will be
addressed and how preliminary reports will be reviewed.
Run the Lives Saved Tool program for each project based on the baseline and
endline surveys that have been conducted to determine the number of lives saved
by treatments with pneumonia, malaria and diarrhea in the intervention and
comparison areas.
Collect all endline survey reports and country reports based on templates.
Write draft reports and send to UNICEF HQ and countries for review.
Make revisions to reports based on feedback and finalize reports.

CONDITIONS OF SERVICE CONSULTANTS.LEGAL STATUS Individuals engaged under a
consultant contract serve in a personal capacity and not as representatives of a
Government or of any other authority external to the United Nations. They are
neither staff members under the Staff Regulations of the United Nations and
UNICEF policies and procedures nor officials for the purpose of the Convention
of 13 February 1946 on the privileges and immunities of the United Nations.
Consultants may, however, be given the status of experts on mission in the sense
of Section 22 of Article VI of the Convention. If they are required to travel on
behalf of the United Nations, they may be given a United Nations certification
in accordance with Section 26 of Article VII of the Convention.
OBLIGATIONS Consultants shall have the duty to respect the impartiality and
independence of the United Nations and shall neither seek nor accept
instructions regarding the services to be performed for UNICEF from any
Government or from any authority external to the United Nations. During their
period of service for UNICEF, consultants shall refrain from any conduct that
would adversely reflect on the United Nations or UNICEF and shall not engage in
any activity that is incompatible with the discharge of their duties with the
Organization. Consultants are required to exercise the utmost discretion in all
matters of official business of the Organization. In particular, but without
limiting the foregoing, consultants are expected to conduct themselves in a
manner consistent with the Standards of Conduct in the International Civil
Service. Consultants are to comply with the UNICEF Standards of Electronic
Conduct and the requirements set forth in the Secretary Generals Bulletin on
Special Measures for Protection from Sexual Exploitation and Sexual Abuse, both
of which are incorporated by reference into the contract between the consultants
and UNICEF. Unless otherwise authorized by the appropriate official in the
office concerned, consultants shall not communicate at any time to the media or
to any institution, person, Government or other authority external to UNICEF any
information that has not been made public and which has become known to them by
reason of their association with the United Nations. The consultant may not use
such information without the written authorization of UNICEF. Nor shall the
consultant use such information for private advantage. These obligations do not
lapse upon cessation of service with UNICEF.
TITLE RIGHTS UNICEF shall be entitled to all property rights, including but not
limited to patents, copyrights and trademarks, with regard to material which
bears a direct relation to, or is made in consequence of, the services provided
to the Organization by the consultant. At the request of UNICEF, the consultant
shall assist in securing such property rights and transferring them to the
Organization in compliance with the requirements of the applicable law.
TRAVEL If consultants are required by UNICEF to travel beyond commuting distance
from their usual place of residence, such travel at the expense of UNICEF shall
be governed by conditions equivalent to the relevant provisions of the 100
series of the United Nations Staff Rules (Chapter VII) and relevant UNICEF
policies and procedures. Travel by air by the most direct and economical route
is the normal mode for travel at the expense of UNICEF. Such travel will be by
business class if the journey is nine hours or longer, and by economy class if
the journey is less than nine hours, and first class by rail.
MEDICAL CLEARANCE Consultants expected to work in any office of the Organization
shall be required to submit a statement of good health prior to commencement of
work and to take full responsibility for the accuracy of that statement,
including confirmation that they have been fully informed regarding inoculations
required for the country or countries to which travel is authorized.
INSURANCE Consultants are fully responsible for arranging, at their own expense,
such life, health and other forms of insurance covering the period of their
services on behalf of UNICEF as they consider appropriate. Consultants are not
eligible to participate in the life or health insurance schemes available to
United Nations staff members. The responsibility of the United Nations and
UNICEF is limited solely to the payment of compensation under the conditions
described in paragraph 7 below.
SERVICE INCURRED DEATH, INJURY OR ILLNESS Consultants who are authorized to
travel at UNICEFs expense or who are required under the contract to perform
their services in a United Nations or UNICEF office, or their dependants as
appropriate, shall be entitled in the event of death, injury or illness
attributable to the performance of services on behalf of UNICEF while in travel
status or while working in an office of the Organization on official UNICEF
business to compensation equivalent to the compensation which, under Appendix D
to the United Nations Staff Rules (ST/SGB/Staff Rules/Appendix D/Rev.1 and
Amend.1), would be payable to a staff member at step V of the First Officer
(P-4) level of the Professional category.
ARBITRATION Any dispute arising out of or, in connexion with, this contract
shall, if attempts at settlement by negotiation have failed, be submitted to
arbitration in New York by a single arbitrator agreed to by both parties. Should
the parties be unable to agree on a single arbitrator within thirty days of the
request for arbitration, then each party shall proceed to appoint one arbitrator
and the two arbitrators thus appointed shall agree on a third. Failing such
agreement, either party may request the appointment of the third arbitrator by
the President of the United Nations Administrative Tribunal. The decision
rendered in the arbitration shall constitute final adjudication of the dispute.
TERMINATION OF CONTRACT This contract may be terminated by either party before
the expiry date of the contract by giving notice in writing to the other party.
The period of notice shall be five days in the case of contracts for a total
period of less than two months and fourteen days in the case of contracts for a
longer period; provided however that in the event of termination on the grounds
of misconduct by the consultant, UNICEF shall be entitled to terminate the
contract without notice.
In the event of the contract being terminated prior to its due expiry date in
this way, the consultant shall be compensated on a pro rata basis for no more
than the actual amount of work performed to the satisfaction of UNICEF.
Additional costs incurred by the United Nations resulting from the termination
of the contract by the consultant may be withheld from any amount otherwise due
to the consultant from UNICEF.
TAXATION The United Nations and UNICEF undertake no liability for taxes, duty or
other contribution payable by the consultant on payments made under this
contract. No statement of earnings will be issued by the United Nations or
UNICEF to the consultant.

Credit Portfolio Monitoring Division, ORM, Office of Risk Management

Job Purpose:The Senior Risk Management Officer provides analytical support to a
team of Risk Management Specialists in the area of Credit Monitoring and is
responsible for reviewing and evaluating monitoring reports of existing
transactions, processing waiver and amendment requests, validating the risk
rating of debt and guarantee transactions, valuing private equity investments,
and evaluating exit recommendations. The Senior Risk Management Officer is also
expected to provide support in the area of Data Management and is responsible
for (i) contributing as part of a project team to the ongoing implementation of
a Risk Management System and (ii) calculating ADBs exposure, monitoring risk
limits, facilitating the production of various risk reports, and ensuring the
accuracy of the risk management data base.
Expected Outcomes
Credit Monitoring - Review the quality of Monitoring Reports of all nonsovereign
debt, guarantee, and equity transactions, and determine the appropriate
frequency of the Monitoring Report for each transaction.- Independently and
comprehensively evaluate the credit risk of loans and guarantees, review
proposed risk ratings on the basis of the country, sector, market and financial
analysis provided in the Monitoring Reports, and recommend appropriate ratings.-
For direct and indirect equity investments, assess the valuations, valuation
methodologies, and exit strategies.- Evaluate waivers and other amendment
requests for previously approved transactions.- Participate in special reviews
of and conduct research on countries, sectors, products, or corporate groups
that have elevated risks.- Recommend placing transactions on the Watch List
based on increased risks or adverse trends, and, if necessary, recommend a
higher risk rating.- For transactions with a final risk rating of NSO13 and D,
recommend transfer of impaired transaction to ORM's Corporate Recovery Unit.-
Calculate risk metrics such as expected loss, unexpected loss, risk adjusted
returns, etc.- Assess the impact of individual transactions on portfolio risks.
Data Management
Calculate ADBs exposure by sector, country, product, group, obligor, etc.
Identify and analyze the driving factors behind any material changes in
exposure.
Monitor portfolio limits compliance.

Calculate the impact of new transactions on ADBs risk limits, expected loss,
loan loss reserves, and capital adequacy.

Manage other risk data such as pricing, maturity, risk adjusted return on
capital (RAROC), economic capital, expected loss, equity returns, private equity
fund metrics, etc.
Design new and improve existing management information systems to include the
participation in working groups that are tasked with system upgrades.

Deliver dependable and timely reports/outputs including contributing exposure,
risk and limit data to monthly, quarterly, and annual reports.
Others- Perform other credit risk management and data management tasks as and
when assigned in a rapidly evolving unit.- Provide support to other divisions
and units in ORM as and when needed for special projects and tasks.
Educational Requirements: - Bachelors degree in Applied Mathematics, Economics,
Engineering, Finance or Accounting; preferably with Masters Degree or
equivalent- Preferably with accreditation as a Certified Public Accountant (CPA)
or Chartered Financial Analyst (CFA)
Relevant Experience And Other Requirements:
Work experience- At least 8 years of experience in major commercial banks,
consulting firms, or similar financial institutions; preferably in the areas of
credit monitoring or data management; and at least 4 years of supervisory
experienceTechnical knowledge- Ability to evaluate individual loans, guarantees,
and direct and indirect equity transactions including impaired accounts.-
Ability to undertake background research, analytical and evaluative work on
difficult but well defined tasks, collect and organize data and information,
apply computer skills in analyzing and developing data, and prepare notes,
papers and reports.- Good familiarity with risk rating tools, loan pricing
instruments, and developments in the area of risk management.- Good computer
skills with sound knowledge of word-processing, spreadsheets, power point,
graphics software used within ADB, financial modeling and macro. Strong command
of database applications, Visual Basic, and web design software preferred.-
Effective report-writing and communication skills in English.People and
leadership skills- Ability to mentor Administrative Staff (AS) to facilitate
work planning, delivery and quality review.- Ability to effectively interact
with staff at all levels within and outside of the department.- Ability to work
collaboratively with teams as a constructive member.- Ability to manage
priorities and workload within general schedule of work, instructions and
standardized practices.- Ability to supervise work of others and maintain
composure under pressure.- Ability to work with individuals from different
cultural/national backgrounds.
